In my childhood period there
was a living mouse, I usually says RAT RAT RAT,. Before 20 years, I got a stable
Mouse in my hand. Just before 10 years,
I got finger a touching Mouse,
Remembering the history of living
Mouse to figure touching Mouse, I have one stanza here, before start formal
words, let me say some words in poetic rhythm, about that mouse:
Nether
Chien chien nor chun chun
Never
eat any kinds of food
Helps
us to round the world
But he never in moving mood
Complete
all work in a very short -time
Looks like a lazy and sleeper one
That
is not other, our common Friend
Lovely Mouse of our cyber zone
For exact and original meaning, my dear participant friends, Let
me revise it Nepali language once again,

Ladies and gentle man
It is a pleasure to be here in dais, on the behalf of my
friends, with all of respected personality today. Thank you my friends giving
me this chance and thank you Mr Mulmi.
Firstly, I would like sincere thank Rt. Hon’ble chief Justice Of Nepal Mr. Gopal Parajuli,
who nominate us in such a Important program and Thank to Mr. Kesariraj Pandit,
Director of NJA, and his team for
organizing this Program .
Secondly, I want to share My
happiness, and by gaining advantage through this workshop,. I would like to regard
highly significant personalities From Sri-Lankan judiciary and Council of Europe,
for their supports.
An act, breaching
cyber law, committed by means of Information communication and technology (ICT)
is cyber crime. This was in my mind before 10 years, when I wrote a book titled
‘’e- judiciary & e-government in 2006 ‘’ in
Nepali language. My friend Mr, Shasindra khati was co-writer with me at that
time. Now, I myself got chance to know about Budapest convention and its sprit.
Keeping
in mind all activities of this workshop very sincerely, I would like to Request,
organizer that we all are very happy and excited to observe Sri-Lankan cyber
justice delivery system, especially it will be more fruitful for hon’ble
District judges.
May
I request for this chance, To Rt, Honarable Chief justice of Sri- Lanka and Rt,
Hon’ble chief justice of Nepal . And For
co-ordination to our NJA director, Mr. Kesariraj Pandit. Let us hope My friends,
the day will come soon. And some of friends will get chance to observe the
Sri-Lankan cyber justice system physically.
Thirdly, I am glad to flower our excitement to
read more about cyber law, to learn more about its technology and to know universal
phenomena of cyber era. Moreover, we delighted
about Cyber threats evolve as quickly as
technology, which plays an increasing part in our daily lives. All these devices, systems and services are connected,
exposed and vulnerable. An
attack might come from a hacker for political goals. Or one with financial
motives. It might be a threat made through ransom ware, a hybrid threat or even
nation-state cyber-espionage. Or it might have no obvious objective other than
to 'disrupt' for the sake of it. Today, both the targets and the attack methods
are far more unpredictable. But in fighting cybercrime a one-sided battle, a
struggle that criminals are winning? Because criminals are always 2 steep further
than us, I means, than laws and investigation authority. This is an unwanted
reality.
Given the speed of technological progress, counter-measures
must be constantly updated to keep up with new challenges and risks, as they
emerge. That means a solid commitment to research and investment in cyber
security. If we have to coordinate closely, share experiences and know-how, and
help each other. Defiantly, we will success to control cyber crime globally. Let
us pray and commitment form own side and request to other side too, because It
is time for all of us to catch up on cyber issues. It is time to review own security system. In my opinion, Cyber security
should be a top priority for all .

speech, No more delay, Once again I
would like to appreciate all capacities, Who delivered their highly
intellectual presentation by 17 august to this afternoon.
My Dear friends,
We are in different responsibilities,
we have to do more from tomorrow than before yesterday. Doing well in this
field, we will success to control cyber threats keeping safe form cyber
attacks, to own nation, and the world in our common duty, and duty for mankind both.
Congratulation
for sri Lankan people, who has been the first country to became party to the Budapest
convention, ratifying it in 2015, and benefitting thereafter of the capacity
building program developed by the council of Europe The GLACY+ project. This is
not only a information, also a message to be a party of Budapest convention as
possible as soon in on hand and some legal changes necessaries are there in
other hand.
Respected His Lordship and Her ladyship, and other guests,
we are proud to be with
you here since 4 days. We hope your journey from Nepal to Lanka and Europe,
will more pleasant and memorable than before, Because Mt, Himalaya, the top
head of Nature is blessing you all, with smiling face and warm hand. We don’t
know, we will in your mind or not, But defiantly you all are in our mind and
heart .
